Human capital in the information society

A renewed focus on skills and education is vital for the acheivement of an information society.  First, the application of new technologies throughout life means that people need new skills in order to gain access to information networks.  In a wider sense, many believe that a knowledge-based culture and economy is definitive of the information society, and educating the population to a high level is key to this.
